About RMAFC

The Revenue Mobilization Allocation and Fiscal Commission (RMAFC) is a Nigerian constitutional body mandated to monitor federation revenue accruals, manage disbursement, and advise on fiscal matters.

The constitutional responsibilities were designed to ensure the orderly operational and management of the nation’s fiscal federalism. The Commission is guided by its Vision and Mission statements

Functions of RMAFC

The Commission monitors and reviews revenue allocation, advises governments on fiscal efficiency, determines remuneration for political office holders, and performs other constitutionally assigned duties.

Operational Departments

The Operational Departments ensure effective revenue monitoring, allocation, and fiscal management across sectors, providing analysis, policy advice, and support to optimize government revenue and promote economic growth.
The Allocation Department ensures constitutional revenue sharing, develops and applies allocation formulas and indices, supports key committees and FAAC activities, monitors disbursements, manages data and reports, and provides technical advice and support on revenue allocation matters.
The Crude Oil Department monitors and verifies crude oil production and shipping, maintains reliable data, collaborates with relevant agencies and partners, analyzes costs and contracts, and supports revenue attribution, reporting, and advisory functions on crude oil matters.
The Customs Revenue Department monitors and analyzes Nigeria Customs Service collections, maintains revenue data, works with relevant agencies to reconcile and prevent leakages, represents the Commission at key meetings, and provides reporting and technical support on customs revenue matters.
The Federation Accounts Department ensures proper application of revenue allocation formulas, oversees constitutional distribution of Federation Account resources, supports FAAC and related committees, handles reconciliation and reporting, and provides technical and administrative support on federation account matters.
The Fiscal Efficiency Department advises governments on fiscal policy, budgets, and revenue forecasts, monitors budget implementation and fiscal discipline, reviews debt and spending, oversees remuneration policies, and provides research, reporting, and technical support on fiscal and budget matters.
The Gas and Investment Department promotes gas sector investment, monitors and verifies gas production and revenues, reviews policies and agreements for transparency and fairness, maintains production data, and provides advisory, reporting, and technical support on gas and investment matters.
The Inland Revenue Department monitors and analyzes FIRS collections, maintains revenue data, works with relevant agencies to reconcile and prevent leakages, represents the Commission at key meetings, and provides reporting and technical support on inland revenue matters.
The Mobilisation and Diversification Department promotes improved IGR and economic diversification, monitors alternative revenue sources, engages stakeholders and agencies, conducts analyses and advocacy, maintains data, and provides advisory, reporting, and technical support on revenue mobilization and diversification.
The Solid Minerals Department monitors and analyzes revenue from the sector, collects and verifies data on mineral production and agreements, forecasts economic contributions, liaises with agencies and committees for reconciliation, and provides reporting and technical support on solid minerals revenue.
